Position Overview:

  • The Director of Operations functions as the Chief Operating Officer of Trickle Up – Asia region and directs, administers and coordinates the internal operational activities of the organization (Finance, Administration and Management, Procurements, Contracting, Human Resources, Partnerships, IT operations and Systems, Legal work, and Projects).
  • S/He advises the Asia Regional Director on all aspects of Finance and Operations and is responsible for the effective coordination of functioning of all regions/departments/units of TU across the country and region.
  • S/ He will build capacity of the Regional teams to be able to conduct rigorous performance reviews, unearth best practices and challenges across the regions, teams, and design appropriate strategies and interventions that create and sustain organizational excellence and continuously improve overall performance.
  • S/He will understand the existing finance policy, human resource management strategy and policies, review its alignment with NGOs mission, culture and organization-wide performance requirements and lead the design and implementation of required changes.
  • S/He will review the existing technology infrastructure, processes and reporting framework and create and implement a vision of operational excellence and continuous improvement in technology across the organization.
  • The position is at a senior management level and will report to the Asia Regional Director.

Principal Functions:

  • The incumbent will be responsible for strategic administrative and human resources management, efficient and timely procurement of services, formulating, articulating and communicating policy in consultation with the ARD and Senior Management.
  • The incumbent will ensure consistent and quality services delivery to the organization. The incumbent will recommend to the Regional Director internal policies, set internal procedures and methods to maximize TU's performance in all its Operations.
  • The incumbent will ensure sound control, full compliance, best practice and effective and efficient management of all financial resources and assets of TU including the oversight over financial viability.
  • The incumbent will ensure excellent project planning and project management skills, operational management skills so as to set up systems and processes to allocate resources efficiently and be resourceful and entrepreneurial in the face of uncertainty.


  • Provides financial management for all aspects of the program.
  • Ensures compliance with relevant donor requirements, TU internal regulations and development of good practice standards.
  • Produces timely, quality, and accurate financial reports and practices, including preparation of monthly financial reports.
  • Obtains approvals from donor and HQ for all procurements and sub-grants which require restricted funds. Ensures optimum monitoring of all sub grants; guiding finance, grants, and program staff to address any financial issues identified.
  • Maintains updated information regarding donor reporting requirements and financial restrictions.
  • Manages local accounting staff members who are directly responsible for the tracking expenditures.
  • Ensures that expense data is properly submitted, and that all expenses are reasonable and allocable, and conform to principles and guidelines.
  • Ensures that proper financial procedures and systems are operated and maintained.
  • Co-ordinates and maintains a cash forecasting system to ensure adequate funds are available to meet program requirements.

Governance, Human Resources and Organizational Management:


  • Cultivate a strong and transparent working relationship with the HQ, Finance and operation team in India.
  • Working with the senior management in setting the strategic direction for the organization and ensuring its realization by putting in place the policies, systems, plans, budgets, and procedures.
  • Ensure coordination between finance and programmatic excellence, and consistent quality of finance, administration, and communications and systems.
  • Engage, empower staff to develop high performing teams and foster an enabling environment to encourage continuous learning and growth. Ensure that staff, systems and other resources are aligned to deliver high impact outcomes and operational efficiencies
  • Oversee the development and implementation of effective HR policies and procedures for recruitment and skill development
  • Provide best practice guidance to design, implement and manage recruitment, employee hiring, on boarding, engagement, performance management, talent management, benefits, compensation and organizational development and ultimately support the organization in achieving its goals
  • Ensure organization compliance with all applicable national in-country labour laws and regulations, working closely with the HQ HR team.

Partnership and Capacity Building:

  • Lead in developing policy and procedures for taking current partnerships forward and seek to develop additional partnerships with government, NGOS, corporate, foundations and different stakeholders in relevant areas such as livelihood, social protection, gender justice, social governance others as identified by the  senior management of the organization.
  • Review and build strong team for fund-raising strategies, build strong relationships with existing partners and donors, lead the identification and cultivation of national and international corporate/ individual donors, and ensure partners’ alliance raises the necessary funds in a timely manner.
  • Guide and provide professional support to partners and alliance members to translating strategy into activities, setting operational priorities, building systems and policies, and leading growth stage organizations to success. S/he will be a strategic thinker who will be capable of partnering to create and implement an operational vision, framework and culture.

Operations and Management of Indian nonprofit:

  • Develop policy, procedures, and manuals for effective operation of non-profit organization registered under Section-8 of the Companies Act 2013.
  • Coordinate with Board for holding meetings, events and policy approval.
  • Develop, manage and implement creative, effective and successful workable strategies under direction of management and in line with the overall mission of Organization.
  • Maintain and coordinate the relationship with TU HQ and other bodies with its existing networks.


  • Manage and ensure the effective and efficient operations of the human resources and administrative functions to support and facilitate the attainment of programmatic goals and objectives by meeting changing operational requirements; Manage business processes mapping and establishment of internal Standard Operating Procedures in Administration, Human Resources, Legal, Projects, and Procurement departments.
  • Policy interpretation and application: Develop and establish operating policies and objectives and ensure their adequate execution; Provide policy related operational guidance to the staff; Strategic planning and policy changes/formulation on operational matters as necessary. Implement the effective communication, training, roll-out, monitoring and evaluation of new operational initiatives, guidelines and procedures.
  • Ensure efficient, cost-effective and transparent utilization of resources. Negotiate cost effective contractual arrangements with service providers as well as with implementing partners as required.
  • Participate in strategic planning and policy formulation as a key member of the Senior Management; Play a key role in strategic planning and decision-making within the organization.
  • Take initiative in development of improved management systems. Provide sound professional inputs and oversight to the development, reform and change of human resource and administrative policies, systems and procedures that secure the highest standard of efficiency and competence in staff.
  • Direct the development and establishment of appropriate personnel policies of the organization, including compensation policies and employee benefit plans. Ensure that the interests and welfare of employees are preserved and protected.
  • Ensure the provision of office services including space management, IT equipment, software, communications and security following good practices and facilitating work/ life balance objectives and modern office standards.
  • Participate in and contribute to the preparation of budget and the accompanying justification and documentation. Participate in meetings of the Senior Management, program strategy development, planning and review meetings to identify staffing and administrative operational requirements.
  • Compliance and Internal Control: To ensure compliance of a variety of statutory, financial and legal requirements. Ensure that all operational reporting requirements are fully met. Monitor compliance with all operational systems and procedures and ensure integrity in all financial and other administrative operations of the organization.
  • Serve as the focal person for administration and operational management of the organization; ensure and advise on corrective measures to be taken and establish relevant internal controls.
  • Provide leadership with an inherent understanding of the complexity of the position and operations of the organization.

Required qualifications and core competencies:


  • Master's degree in Business Administration, Financial Management, Economics, Law or any other directly-related technical field(s).


  • A minimum of fifteen (15) years of experience related to finance, administration, national and international compliance, and regulatory affairs in the social sector at the national and international levels.
  • At least five years of this experience must be in a senior management capacity.
  • Experience in the nonprofit sector strongly preferred.

Knowledge and other skills:

  • Strong expertise in effective leadership, supervision, and employee development.
  • Excellent leadership and management skills: people, projects, processes, and prioritization.
  • Excellent analytical skills that can integrate quantitative and qualitative data and operate at the strategic and tactical levels.
  • Strong facilitation and training skills.
  • Fluency in English, Hindi, and working knowledge in Bengali and Oriya.
  • Basic information and community technology skills and knowledge of web-based software to support operations, finance, and knowledge management.
  • Strong computer skills in Microsoft Office suite and skilled at learning new software applications.
